Summary
Our task was to consider the relative risks and benefits of options for the future U.S. ICBM force. One of the most salient issues that surfaced in this study is the projected medium-term increase in the vulnerability of silo-based ICBMs to attack by precision conventional weapons. If there is serious con- cern that silos will become vulnerable to non-nuclear attack by the mid-2040s, the case for reconsidering a long-term commitment to silo-based ICBMs through GBSD may warrant a new Analysis of Alternatives, to include alternative basing modes
