Summary This case is based on qualitative research that explores causal mechanisms of policy learning and diffusion as Massachusetts policy makers crafted first-in-the-United-States energy policies. This case study describes how research design obstacles were overcome through use of process-tracing, and "triangulation" of existing concepts and data. By synthesizing the haphazard literature into a single causal framework and using data from multiple sources, I was able to identify causal mechanisms, build upon existing theory, and provide a generalizable template for future studies in political science and beyond
