Terms of reference: The Committee shall consider and report on: (1) the range of community views on the factors contributing to marriage and relationship breakdown; (2) those categories of individuals most likely to benefit from programs aimed at preventing marriage and relationship breakdown; (3) the most effective strategies to address the needs of identified target groups; and (4) the role of governments in the provision of these services |
