Summary The United States needs the capacity to carry out offensive operations in cyberspace, but the Executive branch must accept that the same checks and balances that apply to physical hostilities apply also to cyber conflict. The Pentagon must accept that logical forms of presence matter in cyberspace in the same way that physical forms matter in the kinetic space, and therefore it must apply the War Powers Resolution accordingly
