Summary Current projections point to a boom in Africa's working-age population by 2035 that could result in either a demographic dividend or demographic time-bomb. A 'business-as-usual' scenario argues that Africa could fail to achieve the dividend if current trends persist. In this scenario, fertility rates and dependency ratios remain high and economic growth is not fast and inclusive enough to create decent jobs. Climate and unemployment challenges lead to increased migration and violence. In a more optimistic scenario, productive employment opportunities are created by investing in education and health, diversifying the economy, addressing climate risks and closing the infrastructure gap. The danger that growing youth unemployment could fuel violence and political instability needs to be addressed. Policies to scale up skills training to prepare young people for the labour market and accelerate the fertility transition will help African countries to reap the dividend
