Summary |
Businesses or firms within an enterprise zone often receive some combination of labor and capital tax incentives, and policymakers want to know whether these tax breaks are effective in spurring economic development and growth. While there exists a large body of research on the effectiveness of enterprise zones on economic development, it is largely inconclusive, making meta-regression analysis an appropriate econometric technique. My study pooled data from 25 targeted zone studies from the United States. Consistent with recent research, the estimation results of my analysis suggest that the federal empowerment zone program may be more effective than a majority of the individual state enterprise zone programs. The most challenging aspects of this project were the data collection and the consideration of publication bias, which may drive any differences in the magnitude and significance of estimates across the relevant literature. Despite the challenges, I was able to use this technique to understand the reasons for disparity across the literature. It is important for students and practitioners to recognize the value in using meta-regression analysis to peel through the inconclusive results sometimes present in social science research |
