Contents This document is about access to buildings for people with disabilities. It summarises the outcomes of the Australian Building Codes Board's considerations of Regulation Document RD97/01, the Regulatory Impact Statement (RIS) on that document, public comment on those documents and the results of consultation with various bodies, including the State and Territory building control authorities. It consolidates the current proposed changes to both the BCA and the Australian Standard, AS 1428.1 in a single document to clarify what is proposed. This is the latest step in an extensive development and consultative process to bring about changes to the Building Code of Australia (BCA). It has been prepared in response to the views raised with the Australian Building Codes Board (ACBC) that there has not been sufficient consultation about the proposed changes. Publishing it will allow all interested parties, including governments, peak bodies, people with disabilities and industry to absorb, analyse and prepare for the proposed changes. The Board wishes to achieve a national acceptance of the proposed changes and, in doing so, avoid more State and Territory variations to the BCA. Variations are not in the interest of national uniformity, and nor would they sit well with the requirements of the overarching national disability discrimination act. The Board would also like all parties to have the certainty that an agreed and recognised national standard for access would provide. Without such a standard, there will continue to be uncertainty. Industry may choose to use the draft provisions in this document if it so wishes, but this report is not intended for that purpose. As the proposed provisions are not yet part of the BCA they are not mandatory under the building control acts. Incorporating these draft provisions into a building will not provide protection from a complaint under the Disability Discrimination Act
