Summary A method for assessing study quality and linking this to implications for decision-makers in their consideration of study findings was used in a systematic review of developments in tele-neurorehabilitation (TNR). The research group for the review had developed this method in response to interest in telemedicine from health technology assessment agencies. Group members had differing backgrounds and were experienced in providing advice to health care decision-makers. The method was used in a series of joint projects on telemedicine by agencies in Canada and Finland. The method considers the contributions of both performance of the study and study design to overall quality. Scores for study performance and design are combined to give an indication of the confidence that decision-makers should place in the findings that were reported. Further assessment of each reviewed paper was undertaken to determine whether use of the TNR application had been successful and if further data were needed before TNR was used routinely. Challenges in applying the method to a review of TNR included developing appropriate specifications for formulation of the literature search strategy and study selection criteria, and in finalizing study-quality scores. Such points were addressed through frequent discussion between group members. Consensus was reached on all issues considered. The review findings confirmed the promise of TNR applications for number of conditions, though there are still few published good quality studies. Most of the applications in the review would need further research
