"The Guidelines provide an international framework to protect students and other stakeholders from low-quality provision and disreputable providers. They will sustain the development of quality cross-border higher education that meets human, social, economic and cultural needs. The Guidelines set out how governments, higher education institutions/providers, student bodies, quality assurance and accreditation bodies, academic and professional recognition bodies of the sending country and receiving country could share responsibilities, while respecting the diversity of higher education systems."-- p. 3 |
