"This submission addresses U.S. compliance with Article 19 of the International Covenant on Civil and Political Rights, and draws heavily on the Global Principles on National Security and the Right to Information (the "Tshwane Principles") to focus on the right of the public to information, and especially information of high public interest, including information related to the security sector and state surveillance; the obligation of the state to protect from sanctions those who possess or disclose information in the public interest, and to ensure that any sanctions on unauthorized disclosures are necessary and proportionate to protect national security or other legitimate interest: and the lack of appropriate protection in the United States for public interest disclosures in the security sector, including most notably, information related to communications surveillance."
