Summary The Ebola crisis has demonstrated the need for a P3 to strengthen health systems in low-income states. The World Bank, in collaboration with the WHO, is the ideal partnership to address this need. Ensuring the preparedness of domestic health systems will save lives, prevent short- and long-term socio-economic costs associated with epidemics and limit the need for emergency international responses
