Summary This report uses a case study of jet-fuel security at the Darwin International Airport to illustrate the many barriers and hurdles to nation building for national security in Australia's north. Market forces and current Australian nation-building frameworks, including the NAIF, don't deliver the support they promised for the development of critical infrastructure and national resilience, although Defence has, to date, met some of its critical infrastructure development requirements
