Summary This case study provides information on the usefulness of content analysis as part of a mixed-methods qualitative research design. The content analysis approach can be riddled with challenges that researchers should consider prior to adopting as part of their research designs. The rigors of coding qualitative content and transforming it into quantitative data are especially salient in this process. Yet, content analysis was a critical component in work explaining policy continuity and change for decisions by the U.S. Congress whether to drill for oil and gas at the Arctic National Wildlife Refuge (ANWR) in Alaska prior to President Trump's approval in 2017
