Summary The authors argue that the United States and Japan should pursue an 'all-hazards' approach to manage the consequences of future disasters, improve joint capabilities and strengthen the Japanese-American relationship. Identifying problems that government officials had in dealing with the Fukushima Dai-ichi nuclear disaster and noting the similarity with those that occurred during the 2005 response to Hurricane Katrina, the authors recommend ways that the United States and Japan can enhance their capabilities in managing future disasters and cooperate on disaster response
