The Hollow State, a metaphor used synonymously with contracting out, reflects the growing trend of using nongovernmental networks-often nonprofits but also for-profit organizations-to deliver social services to vulnerable populations. This case, which provides an overview of the author's PhD thesis examining critical differences between nonprofit and for-profit prisoner reentry programs, offers a format and suggestions for conducting qualitative research using a case study design
