Summary Bicycling and Coast City is a single comprehensive case study based upon a fictionalized city on the central coast of a Western state. Following a string of cyclist injuries and casualties along the bustling central corridor of Coast City, city leaders decide that action must be taken to improve the safety and mobility of local cyclists. The broad purposes of the case revolve around identifying and evaluating central aspects of ex-ante policy analysis, urban transportation planning and governmental decision making. This case examines the way different municipal actors frame and define the underlying problem depending on their perspectives
