"The Ebola outbreak of 2014-2016 was a fast-moving, multidimensional emergency that presented unprecedented challenges for the multilateral system. In response to the outbreak in Guinea, Liberia, and Sierra Leone, the UN established the first-ever emergency health mission, the UN Mission for Ebola Emergency Response (UNMEER). UNMEER is an important case study of how the UN, with member-state support, can provide a whole-of-system response through coordination, partnership, and creative use of existing tools. This report, therefore, asks three questions about this groundbreaking mission: was it needed, was it properly structured, and did it deliver?" -- From International Peace Institute web site |

"Upon the closure of the United Nations Mission for Ebola Emergency Response in July 2015, the General Assembly requested that the secretary-general report back on the conclusions of a lessons learned study in early 2016. Between September and December 2015, the International Peace Institute (IPI) partnered with the Executive Office of the UN Secretary-General (EOSG) to conduct that study. IPI "leveraged its policy research, strategic analysis, and convening capacities in support of the exercise" (A/70/737). As part of the terms of reference of that partnership, IPI also committed to produce an independent, externally published report. This is the product of that endeavor." -- Page 1 of cover |
