The policy, which was instituted in 1969 and terminated in 1998, helped disadvantaged students enter college and achieve bachelor degrees. Featuring archival footage and numerous interviews with former City University students, the video broaches the question of who has the right to a college education, the emotional debate about Affirmative Action, as well as the concern about preserving academic standards in the failure of public education
