In January of 2010 Rhode Island Education Commissioner Deborah A. Gist identified Central Falls High School as one of the lowest-achieving schools in the state. In line with new requirements from the U.S. Department of Education under President Obama, the state of Rhode Island and Central Falls school district would need to put in place a plan for turning around the troubled high school based on one of four models for improving instruction, management, and student outcomes. Superintendent of Schools Frances Gallo seized the moment by proposing a plan that would replace the principal at Central Falls High School, adopt school-wide instructional reforms, seek greater community involvement at the school, and lengthen the school day while requiring teachers to provide tutoring before and after school hours, attend a weekly meeting on educational improvements, and commit to two weeks of professional development training during summer vacation. When the teachers union rejected this plan due to concerns over compensation and unilateral addition to their responsibilities, Superintendent Gallo announced the firing of all 74 teachers at Central Falls High School. While the teachers could reapply for their positions, it would be with different job descriptions and no more than 50 percent could be rehired.
