The first courses conducted under Recommendation 14 of the Galbally Report (Review of Post Arrival Programs and Services for Migrants) commenced in January 1979. This external evaluation commenced in May 1980. The evaluation was a comprehensive one, and the report includes recommendations interpreting Recommendation 14, the nature and role of Planning Committees, the nature and function of courses, the role of selection of participants, the role of course organisers, the need for further evaluation, and the funding of future courses
