The objective of this document is to set out current Departmental proposals for the optimum future development of civil aviation facilities at RAAF Base Darwin. It does not include any specific timing for the provision of facilities nor detailed planning for such facilities. However it is stressed that the planning contained in this document is for the fulfilment of this capability only if Darwin Airport at RAAF Base Darwin continues to be required to cater for Darwin's civil aviation needs. Within these limits the Master Plan allows government generally, and local government in particular, to make adequate provision in its own planning for the likely effects external to the airport for forecast airport development. In particular, the Master Plan addresses: the perceived need for and the proposed role of the airport; the forecast pattern of aircraft operations; the location, and scale of future airport facility requirements; the external and internal access arrangements; and the assessed impact of the continued development of the airport on the community, on development external to the airport and on the environment
