"When a second edition of this work was published in 1955 in consequence of the amendments made in that year to the Hire-purchase Agreements Act, 1941, there was sound reason to expect that the law of hire-purchase had reached a state of comparative stability: the Act had worked quite well for nearly fifteen years with only slight amendments, and those made in 1955 did not involve any major departure from existing legislative policy. Within two years, however, the Act was substantially amended by the introduction of new provisions which controlled hiring charges and insurance rates and, shortly afterwards, proposals were mooted for uniform hire-purchase legislation throughout all states of the Commonwealth. These proposals culminated in general agreement on many matters which are embodied in New South Wales in the Hire-Purchase Act , 1960, though with provisions as to hiring charges, minimum deposits and certain other matters not adopted in all other states." -- preface to third edition, page vii |
