Report arises from an investigation into conditions on Mornington Island in response to a petition received from the Aboriginal community; examines Aboriginal - police relations, Aboriginal community police, policing domestic violence, juvenile justice, provision of goods and services, employment; the Commission noted some positive changes during the course of the investigation, however the investigation found that self-determination mechanisms were inappropriate and that levels of service need improvement
