The issue covered in this case study occurred between 2002 and 2007: the negotiations between the European Union and the United States concerning the transfer and exchange of airline passenger names and other personal data. Although the case illustrates various aspects of international relations, it is mainly intended for use in a course on European politics to demonstrate the complexity and vitality of the E.U. as an institutional organization
