| Summary |
This interim update of the Alcohol and Highway Safety Report of 1978, revises the report and includes the most important studies and findings during the period from January 1978 to December 1982. This present report has been reorganized to fit the current emphasis of program activities on general deterrence to drinking and driving. Large portions of the original report, which was based on material selected from an extensive list of literature developed through a survey of 450 individuals who had participated in research and operational programs in alcohol safety, have been left intact. Those sections in which major new information was not available have not been significantly changed. Significant new developments have the new data systems, the Fatal Accident Reporting System (FARS), and the National Accident Summary System. Another new source of information is the review of world experience with drunken driving problems by H. Lawrence Ross entitled "Deterrence of the Drinking Driver: An International Survey". Chapters 2 (General Approaches and Methodological Problems), 3 (Defining the Alcohol-Crash Problem), and 4 (Dealing with the Alcohol-Crash Problem) give a limited update of the 1978 report.
