Background -- Current strategic concept -- Wales to Warsaw : how should NATO strategy evolve to meet recent developments and challenges in the security environment? -- Review of priority areas -- External threats -- Emerging China -- Amorphous phenomena of terrorism -- Internal challenges -- Comprehensive approach -- Transformation -- Conclusion/recommendations : delivering changes to strategy |
Summary |
This paper seeks to answer the question of whether or not the current NATO Strategic Concept is fit for purpose, considering changes in the security environment since it was adopted at the 2010 Lisbon Summit. Our discussion will reveal that a complete Strategic Concept re-write at this time is neither required nor wanted. However, our major findings have identified the need for a revised strategy towards Russia and the development of a strategy for China. Additionally, we suggest a reorganization of the Allied Command Transformation (ACT) under civilian leadership to promote more efficient transformation. Our findings suggest that the 2010 Strategic Concept is still fit for purpose, nothwithstanding some major exceptions. This paper suggests reassessment, and revision in some areas where a future mechanism of iterative adjustment and refinement would be useful"--Page 1 |
