The Consultation was held in three sessions at FAO Headquarters, Rome, from 2-6 May 2011, 5-9 March 2012 and 4-8 February 2013. The Consultation was convened by the Director General of the Food and Agriculture Organization of the United Nations upon the recommendation of twenty-eighth session of the FAO Committee on Fisheries. The Technical Consultation finalized the Voluntary Guidelines for Flag State Performance.
