Summary Looking back five years on, the time is right to take inventory of the aspirations and goals of Wales. This volume does just that. Taken as a whole, the chapters provide a broad, multinational and multidisciplinary perspective from both scholars of NATO affairs and those directly engaged with the outcomes of that Summit from a practical perspective. The analysis is not exhaustive nor would it be possible to give a complete picture considering the broad scope of the Summit Declaration. The authors present a range of topics that represent either the most pressing issues of subsequent NATO summits or those that the authors believe merit more attention because of growing threats from Russia, transitions in global geopolitics or developments within the Alliance. This volume makes clear that significant progress has indeed been made in terms of NATO's defense preparedness and conventional deterrence measures in the eastern reaches of Europe. However, the current state of affairs still falls short of the goals and aspirations of the Wales Summit. Progress has been hindered by both ongoing institutional obstacles and by new factors that have stymied decision making and the implementation of projects
