Four Corners also hears for the first time from a departmental insider who says warnings were given to, and ignored, by senior bureaucrats.On October 14th last year a young man called Matthew Fuller turned up for work to install foil insulation in the roof of a house on the outskirts of Brisbane. He had a lot of enthusiasm but little experience in the insulation business. Just a few hours later he was dead. He had fired a staple gun through a live wire in the ceiling of the house.Matthew was a worker in a massive new industry created artificially by a government subsidy. He had not been adequately trained. He had not been made aware of the dangers involved in installing foil insulation.We now know the Federal Government had been given repeated warnings that the program of subsidised insulation was ill-conceived and potentially dangerous.Four Corners takes a forensic look at a chain of events that began with so many good intentions but ended in death and political humiliation. What exactly were the warnings given to the Department of Environment and the Minister Peter Garrett? Why did senior officials inside the Department reject safety concerns, preferring to play up the job creation aspects of the program?This week the Government called an end to the subsidy program, but experts are now warning that does not end the problem.
