Summary |
In this paper the authors aim to provide useful insights into the most appropriate form of intervention by systematically examining the objectives of environmental management, the participants in the environment, the economic characteristics of the environment and the policy mechanisms available. Different policy mechanisms will be suitable for certain aspects of environmental management and will be capable of engaging different participants that have an impact on environmental management. The authors link a tradable permit market to auctions of environmental services contracts. It is shown that for a particular environmental problem that involves a point and non-point source participants, by combining command and control, tradable permits and auctions there is an overall efficiency gain and the system has the potential to be self-funding |
