Summary Wind Energy in Colombia is part of the World Bank Study series. These papers are published to communicate the results of the Bank's ongoing research and to stimulate public discussion. The purpose of this study is to provide decision makers--anlysts, planners, operators, generators, and policy makers--in Colombia as well as in other countries with a set of policy options to promote the use of wind power. Of the renewable energy alternatives available in Colombia, wind power was chosen for its technical maturity, its relatively low cost compared to other options, and Colombia's previous experiences and wind power potential. The possible policy options include financial instruments, government fiscal mechanisms, and adjustments to the regulatory system. The single most effective policy instrument to promote wind power in Colombia consists of recognizing its potential to complement hydroelectric power.
