Summary |
This study investigated the phenonenon of low participation rates in Adult, Community and Further Education in general, and in 'access programs' in particular in the Geelong area. It concluded that this phenonenon was due to a combination of factors including fragmentation of provision, failure of providors to keep abreast of political, economic and educational changes and to adapt to such changes, and to confusion of the ACFE mission with Neighbourhood House goals in some areas. This report presents details of the results of this study and recommends a number of changes to remedy this lack of participation in ACFE in Geelong. -- prelim. page |
