"On the 13th of January 1986, the Barwon Region Municipal Action Group, comprising representatitves of the Cities of Geelong West and Newton, the Borough of Queenscliffe, and the Shire of Leigh was formed with the express purpose of working for the retention of the four Councils, whose existence is threatened under the municipal amalgamation proposals of the Division of the Local Government Commission." -- page 2
