Summary "Katanga is at the heart of growing political tension in the Democratic Republic of Congo (DRC). Intentionally stalled preparations for elections scheduled for November and rushed, politicised implementation of decentralisation and break-up of some provinces (découpage), including Katanga, have fuelled tensions between the region and centre and between the opposition and President Joseph Kabila's ruling majority. This assumed an overtly political dimension after the former Katanga governor, Moise Katumbi, declared his candidacy for president, provoking Kabila to initiate investigations and issue a warrant for his arrest for undermining national security. The Congo's fragile institutions are under great strain. A credible national dialogue to discuss how to manage a transition, a commitment not to change the constitution for political purposes or prolong the transition to preserve the status quo, and measurable progress toward elections are urgently needed. To avoid prolonged crisis and likely violence, the UN and international partners should help facilitate and build on African Union attempts to support a dialogue"--Publisher's web site
