Summary Each year since 1984, the government has sought the views of individuals and business, community groups and labour organisations on strategy for the forthcoming Commonwealth budget. A call for pre-budget submissions was made by Treasury in late November 1996. Written invitations were sent to organisations which have provided submissions in previous years and advertisements were placed in the national press. The general thrust of the government's fiscal consolidation strategy was supported in many submissions. There were numerous submissions in which issues associated with the diesel fuel rebate scheme, the wholesale sales tax system and general reform of the taxation system. There were also many submissions in which aspects of social welfare policy were examined. In most cases
It was suggested that a major factor in the persistence of public sector deficits was the excessive growth in transfer payments and the duplication of services between Australian governments. Various aspects of environmental policy were raised in several submissions. These included the continued promotion of ecologically sustainable development, the operaton of the National Heritage Trust and the impact of population growth on the environment.ontro
the recommendations in the submissions were for new social welfare programs, increased expenditure on existing programs or the reinstatement of programs which were cut in the 1996-97 budget. Several submissions called for the development of an integrated, competitive and strategic industry policy. There was also support for the raising of the cap on the export market development grants scheme; the restoration of the full benefit of the tariff concession scheme; the allocation of half of the funds provided to the strategic assistance for research and development scheme for use as venture capital; the restoration of the research and development tax concession; and the funding of a new industry research body to replace the Bureau of Industry Economics. It was argued in several submissions that the accumulation of foreign debt by Australia was a result of an inadequate level of private saving and persistent public sector deficits
